Yobe Permanent Secretaries Attend Management Retreat at Public Service Institute of Nigeria.

Permanent Secretaries from Yobe State have commenced a management retreat at the Public Service Institute of Nigeria (PSIN), Abuja, with the theme “Succession Planning, Leadership Continuity, and Institutional Sustainability in the Yobe State Public Service.
In a statement made available to newsmen by the chief information officer office of the head of civil service Alhassan Sule Mamudo said

the retreat aims to strengthen the capacity of top civil servants for effective leadership transition and sustainable institutional performance across ministries, departments, and agencies (MDAs).
In his opening remarks, the Yobe State Head of Service, Alhaji Abdullahi Musa Shehu, represented by the Permanent Secretary, Public Service Office, Dr. Hamidu Isa Babi, expressed gratitude to Almighty Allah for the successful organization of the event and commended Governor Mai Mala Buni (CON) for his unwavering commitment to transforming the state’s civil service.
He noted that the Governor’s reform agenda is anchored on building a result oriented, transparent, and accountable workforce capable of delivering quality services to the people of Yobe State.
The Head of Service further emphasized that the retreat forms part of ongoing efforts to promote professionalism, innovation, and efficiency in public administration.
He urged participants to actively engage in the sessions, share experiences, and apply the knowledge gained to strengthen succession planning and institutional sustainability within their respective MDAs.
In her address, the Administrator and Chief Executive Officer of PSIN, Barrister Imeh Okon, commended the Yobe State Government for its visionary leadership and consistent investment in human capital development.
She described Yobe’s initiative as a model for sustainable governance in Nigeria, noting that effective succession planning ensures leadership continuity, promotes knowledge transfer, and fosters institutions that are systems driven rather than personality dependent.
Barr. Okon highlighted PSIN’s various leadership development programmes, including SMART-P, LEAD-P, and the Exit from Service Masterclass, which are designed to groom leaders, enhance efficiency, and prepare officers for life after public service.

She encouraged the Yobe State Government to integrate these programmes into its human resource development framework to ensure seamless leadership transitions and the retention of institutional knowledge.
Okon also urged participants to embrace continuous learning, mentorship, and innovation, stressing that strong institutions thrive when leadership transitions are deliberate and reforms are sustained beyond individual tenures.
The retreat is being coordinated by the Yobe State Focal Person on Training and Succession Planning, Ibrahim Bulama Yusuf, under the Office of the Head of Service.
