Breaking: Buni presents 2025 budget of N320.8bn to state assembly
Yobe State Governor Mai Mala Buni has today presented Yobe State’s 2025 Budget, themed “Budget of Economic Consolidation and Poverty Reduction,” proposes N320.811 billion to finance capital, recurrent, and personnel expenditures.
The budget breakdown includes: Recurrent Expenditure; N144.036 billion (44.9%) Capital Expenditure: N176.774 billion (55.1%).
The economic sector receives N156.931 billion, focusing on: Road Projects; Completing 17 ongoing projects and starting 11 new ones Water Supply; Drilling solar-powered boreholes and improving water reticulation.
Others are Agriculture; Developing livestock centers, constructing Damaturu Modern Abattoir, and procuring agricultural equipment. Energy; Connecting communities to the National Grid and installing solar street lights.
“The social sector according to him receives N108.469 billion, prioritizing: Education: Rehabilitating schools, constructing new facilities, and improving the school feeding system. Healthcare; Constructing new health facilities, upgrading existing ones, and providing modern equipment
Women and Youth Empowerment. Constructing Women Development Centers and providing empowerment materials.
“The environmental sector according to him will emphasize on Combating desertification and promoting sanitation activities.
“Towards accelerating integration of all segments of the populace and improving the welfare of women, youth and the under-privileged, we would make funds available for the construction of Women Development Centers in Nguru, Damagum and Buni Yadi. A new Remand Home and Transit Camp would be constructed in Damaturu while the Gashua Remand Home would be renovated.
“Our package would provide for the building of a conference Hall at the Ministry of Women Affairs Office Complex and the remodeling of the 27th August Stadium. Funds would also be made available for the procurement of empowerment materials to support our Women in Agriculture, Women in Development, Mass Wedding and Youth empowerment programmes. The blind workshops in Damaturu and Potiskum would be rehabilitated and equipped with modern teaching and learning materials, and sporting facilities.
“In our efforts to combat desertification and desert encroachment, erosion, pollution and general environmental degradation, the Ministry of Environment and its parastatals would be allocated funds to raise Three Million, Three Hundred and Eighty-Four Thousand, Seven Hundred (3,384,700) seedlings for the establishment of 13 plantations and reclamation of 3,077 hectares of land. The funds would also cater for procurement of motor vehicles, working tools, evacuation of drainages and waterways in the urban centres as well as for waste management and other sanitation activities.
“This sector consists of the Government House, House of Assembly, Office of the Secretary to the State Government, Office of the Head of Service, Ministry of Home Affairs Information and Culture, Ministry of Humanitarian Affairs, Ministry of Religious Affairs and Ethical Re-orientation, State Independent Electoral Commission, Civil Service Commission, Local Government Service Commission, State and Local Government Auditors-General’ Offices, among others.
“Under this sector, emphasis would be placed on the construction of a new office complex for the Bureau on Public Procurement, Fiscal Responsibility Board and other Government agencies. Our programmes would also include the completion of the Ministry of Budget and Economic Planning Office Complex, renovation of the Ministry of Water Resources as well as the rehabilitation of the Civil Service Commission, the Local Government Service Commission, YOSACA, State Independent Electoral Commission headquarters, Rural Electrification Board, Pilgrims Commission, Local Government Audit/Pensions Board office complex and the Micro-finance Bank, among others.
“To further ensure effective and efficient service delivery in all Ministries, Departments and Agencies, (MDAs) 33-seater and 18-seater buses would be provided to the State House of Assembly. Utility vehicles, computers, digital and other equipment would be made available to enable the Ministry of Home Affairs Information and Culture and other MDAs to discharge their responsibilities satisfactorily. We have therefore proposed a total sum of Fifty Billion, Six Hundred and Forty-four Million, Nine Hundred and Seventy-one Thousand Naira (N50,644,971,000) to finance both capital and recurrent expenditure for the Administration sector.

“For the Ministry of Justice, Judicial Service Commission, High Court of Justice, Sharia Court Division, Sharia Court of Appeal, Prerogative of Mercy and Rent Tribunal, among others, a total sum of Four Billion, Seven Hundred and Sixty-four million, Eight Hundred and Forty-five Thousand Naira (N4,764,845,000) has been allocated to cover their capital and recurrent expenditures.
“Out of the amount two bedroom flats at Potiskum Zonal Office would be constructed. Books and equipment for e-library and laptops would be purchased for the lawyers and skill acquisition materials for carpentry, shoe-making, welding, soap-making as well as grinding and sewing machines, among others for empowerment of inmates across the State.
“Mr. Speaker, Honourable Members, Distinguish invited guests, I would like to use this opportunity to once again register our profound gratitude to His Excellency, President Ahmed Bola Tinubu GCFR on his commitment to providing leadership to the nation at a very difficult time, and finding solutions to the security and economic challenges militating against the progress of the Country. I wish to reassure you of the support and cooperation of the government and people of Yobe state. Let me seize this opportunity to salute our gallant members of the armed forces, the police and other security agencies, as well as the combatant vigilante groups in the great task of restoring peace and security in our dear state, and other parts of the country.
“I wish to specially acknowledge and commend the good people of Yobe State for your remarkable understanding, support and cooperation, and the consistent prayers for this administration to succeed in the discharge of the onerous task of moving the State forward to an enviable level. Your generous solidarity, hands of fellowship and brotherhood, has provided the three arms of Government with the needed motivation to succeed. This budget when passed into law would surely address our challenges, improve our lives, and further make the State, a pride for us all.
“Mr. Speaker, Honourable Members, let me re-emphasize my pleasure and commitment to the unshakeable trust, and the harmonious working relationship between the Executive and Legislative arms of Government that is built on the principle of service to the people. I commend you and urge us to improve on this solid relationship in the interest of our dear state and people. Yobe state, is no doubt a good role model of a progressive democracy in Nigeria.
“I have brought these Bills with a very high optimism that they would receive objective and accelerated scrutiny for speedy passage to serve our people effectively and efficiently.
