TETFund Launches National Security Master Plan to Safeguard Nigerian Tertiary Institutions
In a significant move to combat rising insecurity on campuses, the Tertiary Education Trust Fund (TETFund) is spearheading the development and implementation of a comprehensive National Security Master Plan for all public tertiary institutions across Nigeria.
The initiative aims to fortify campuses against a range of threats, ensuring the safety and security of students, staff, and vital infrastructure.
The ambitious plan comes as educational institutions have become increasingly vulnerable to threats like banditry, kidnapping, and cyberattacks, prompting a proactive response from TETFund.
The Master Plan is designed as a foundational framework to guide future security policies, infrastructure investments, and operational procedures within tertiary institutions.
“The safety and well-being of our students and educators are paramount,” stated TETFund Executive Secretary. “This master plan reflects our commitment to creating a secure and conducive learning environment, vital for national development.”
The plan tackles multiple facets of campus security. Key elements include:
Comprehensive Threat Mitigation: Addressing a spectrum of security threats, including physical violence, kidnapping, and the growing threat of cyber intrusions.
Infrastructure & Technology Overhaul: Supporting institutions with the installation of robust physical security measures such as perimeter fencing, solar-powered streetlights, and advanced digital security technologies, including surveillance systems and access control.

Collaboration & Preparedness Emphasis: Fostering strong partnerships between school administrators, security agencies (military, police, civil defense), staff, students, and host communities. The plan mandates the establishment of clear communication channels and standardized emergency response protocols, including regular drills.
Recognizing the financial commitment required, TETFund has already committed a substantial investment in campus security. Over N30 billion has been disbursed in 2024 alone to strengthen existing security infrastructure, with a dedicated allocation of N25 billion earmarked for further security upgrades in the 2025 budget.
This strategic initiative underscores TETFund’s dedication to supporting a stable and secure environment for higher education in Nigeria. The development of the National Security Master Plan is seen as a crucial step towards fostering a conducive atmosphere for academic pursuits and national progress.
