Yobe State Business Enabling Reform Programme meets with MDAs, partners to assess 2025 fiscal year performance

The Yobe State Business Enabling Reform programme has convened a stakeholder review meeting in a bid to consolidate recent gains and prepare for future benchmarks in Damaturu.

The meeting brought together desk officers from various Ministries, Departments, Agencies and private sector partners to Assess the programme’s performance for the 2025 fiscal year.

In her address, the state’s Ease of Doing Business focal person, Hajiya Amina Galadima, commended the collaborative efforts that have driven the reform agenda.

She said the commitment was directly responsible for the state to secure a seven point six million dollars performance grant from the World Bank.

Amina Galadima stated that the review is crucial as Preparations for the implementation of the 2026 guidelines are set, pointing out that the reporting template has changed from previous years and it is essential for desk officers to understand It is for seamless documentation and reporting.

She highlighted that the review would identify underperforming areas for improvement and urged officers to intensify their efforts to ensure businesses can succeed without bureaucratic hindrances.

In his remarks, the Director General of the Yobe Agency For Public Private and Investment Promotion YAPPIP Dr Aliyu Isah Chikaji called on private sector stakeholders to actively support the reforms.

Dr Chikaji indicated that their cooperation is vital which will improve the state’s revenue base and economic landscape, adding that the initiatives are designed for their benefit.

Desk officers from the participating Ministries and Departments and Agencies presented a catalogue of achievements, which are the review of outdated laws, the publication of official fees and processes online and the implementation of electronic payment systems.

Others are significant milestones for the establishment of a Small Claims Court and a Grievance Redress Mechanism, a memorandum of understanding between the Internal Revenue Service and Local Governments on a consolidated tax note and extensive public sensitisation campaigns.

Progress was also recorded on digital land documentation,

creation of an Investment Hub to advertise opportunities and the development of websites for all Ministries, Departments and Agencies as well as a consistent quarterly debt servicing plan, which shows debt reduction from over thirty-eight billion nakra in the first quarter to thirty billion naira in the fourth quarter of the year 2025.

Despite the progress, several Ministries, Departments and Agencies reported persistent challenges, including poor internet connectivity, a shortage of office equipment, under staffing, and logistical constraints.
