Yobe unveils 2025-2028 human capital development strategic plan.

The Yobe state government officially unveiled the state human capital development 3-years strategy plan on education, healthcare, promoting economic opportunities and job creation with priority to healthcare and education.
The strategic plan was unveiled on Tuesday 21st October 2025 by his excellency the executive Governor of yobe state( Dr )Mai Mala Buni CON at the WAWA hall Government House Damaturu.

The Governor was represented by his Deputy Hon Idi Barde Gubana who doubles as the chairman steering committee on Human Capital development.
The Governor noted that the event, marks another milestone in the state journey towards harnessing the demographic potentials of the youth population and investing in thier future,by merging Human capital development and demographic dividend concept. Yobe adopted a unique approach that has attracted so many states in the country.
He said the Human capital project was launched in 2018 by the National economic council to tackle poverty and provide sustainable economic growth and capital development.
According to the Governor, recent survey revealed that yobe state youthful population (15-65 of age ) accounts for 65 percent of the population. This ever growing youth population present a unique opportunity for economic growth and development when properly harnessed.
He commended president Bola Ahmad Tinubu for making Human capital development a major focal area in his renewed hope of which yobe is also a beneficiary.
The Governor urged the stakeholders to fully participate in the implementation of the strategic plan.
Ealier in his goodwill massage, the National Chairman Human capital development, represented by the zonal coordinator North East Alh Yahuza Adamu, commended the state human capital development for setting goals and creating a plan of action to achieve them.
He reiterated commitment of National office to ensure poverty reduction and job creation as well as improving healthcare outcomes.

Also speaking, the National team leader Lafiya UK, Dr Usman Gworzo, noted that plan is underway to ensure reduction in mortality rates, skilled birth delivery, and demographic dividend as well as strong relationship established with the Ministry of Health, Education and Human Capital Development.
He also noted that in the near future, Lafiya UK, will return to launch another critical document that will position the state to meet a global health security indicator, Using the yobe model, we are teaching other states how to develop a strategic health plan. Yobe is the first state to achieve this significant milestone in health security, and we are using its example to guide 21 additional states. He added.
In his welcome address, the state focal person on Human capital development Alhaji Usman Burah appreciated the corporation and the contribution of partners, steering and technical committees towards building and producing such huge strategy that will invest in people’s health, education and productivity.
Highlight of the occasion was the official unveiling of the strategic plan.
