Yobe unveils 3-year strategic human capital development plan
The Yobe government has unveiled a three-year strategic plan for Human Capital Development and Demographic Dividends (HCD-DD).
The policy document is being developed in collaboration with the Lafiya-UK Support for Health in Nigeria.
Yobe Deputy Governor, Idi Barde Gubana, who spoke at the occasion on Tuesday in Damaturu, said the plan would run from 2025 to 2027.
He said the plan was part of the state’s effort to harness the demographic potentials of its youthful population and invest in their future.
“By merging human capital development and demographic dividends, we have adopted a unique approach that has attracted so many states in the country.
“Recent survey reveals that Yobe’s youthful population, aged 5 – 15, account for 65 per cent of our population.
“This ever growing youthful population presents unique opportunity to economic growth and development when properly harnessed,” he said.
According to Gubana, the true wealth of every nation lies in the certainty of its human capital.
He said the goverment would sustain collaboration to shape the quality and growth of human capital development programmes in building resilience; healthcare system, equitable access to education, foster inclusive future, invest in people’s health and skills, not only improve individuals wellbeing, but also innovations and global competitiveness.
The deputy governor charged stakeholders to fully participate to facilitate effective implementation of the plan to reap its dividends.
He commended President Bola Tinubu for making human capital development a critical component of his Renewed Hope Agenda.

Dr Usman Gwarzo, who represented Lafiya-UK, noted that Yobe was the first state in the North-East and North-West to develop such a strategic plan.
“Today, we are marking a pivotal milestone for other states to copy.
“ We have supported all the north-eastern and north-western states to come up with a document of this kind, but Yobe is the first state that demonstrated that willingness.
“We are proud to associate with Yobe,” he said.
Gwarzo highlighted that the recently released demographic survey had indicated that Yobe came first in five key parameters of human development index.
The official listed the parameters to include reduction in mortality, still birth delivery, among others.
