Rebuilding the Ivory Towers: How Arc. Dr. Sonny Togo Echono is Transforming Nigeria’s Tertiary Education Sector

By Hannatu Lot

As Nigeria commemorates another anniversary of its independence, citizens across the nation reflect on the foundational pillars of national sovereignty, economic self-reliance, and socio-economic progress. Central to this national introspection is the state of human capital development. For decades, the nation’s tertiary education sector battled a daunting catalogue of systemic crises: dilapidated infrastructure, obsolete laboratory equipment, recurring industrial actions, and research outputs that rarely progressed past academic libraries into the commercial market.

Today, a quiet revolution is reshaping that narrative across public universities, polytechnics, and colleges of education. At the heart of this systemic overhaul is Architect Dr. Sonny Togo Echono, OON, the Executive Secretary of the Tertiary Education Trust Fund (TETFund).

Recognized as The Sun Public Service Personality of the Year 2026 and lauded by the Minister of Education, Dr. Tunji Alausa, as “the administrator with the most institutional knowledge in Nigeria’s education sector,” Arc. Echono’s leadership illustrates how visionary technocracy, administrative integrity, and deep-rooted human empathy can revitalize critical public institutions.

1. Technocratic Leadership and Distinguished Public Career

Arc. Dr. Sonny Echono’s rise to national prominence was forged through rigorous professional preparation, administrative discipline, and an unblemished career within the Federal Civil Service.

As Permanent Secretary in the Federal Ministry of Education, Echono provided crucial bureaucratic and policy leadership that brought major national projects to fruition. Notably, he drove the administrative, financial, and policy frameworks required for the full operationalization of the Federal University of Health Sciences, Otukpo (FUHSO) in Benue State. Additionally, his tenure expanded access to adult and non-formal higher education through the establishment of National Open University of Nigeria (NOUN) study centres in Obagaji (Agatu LGA) and Otukpo, alongside supporting the Federal College of Education, Odugbo.

Upon assuming leadership at TETFund, Echono brought this wealth of administrative experience to bear, transforming the agency from a traditional funding conduit into a proactive engine for national development.

2. Institutional Reform: Industrial Harmony and Educational Stability

For years, incessant industrial actions by academic and non-academic unions—ASUU, ASUP, COEASU, NASU, SSANU, and NAAT—severely disrupted academic calendars, prolonged graduation timelines, accelerated brain drain, and eroded confidence in public tertiary institutions.

Recognizing that physical infrastructure alone cannot thrive in an atmosphere of constant friction, Arc. Echono prioritized proactive stakeholder engagement:

  • Continuous Dialogue: Instituted regular brainstorming and consultative sessions with union leaderships to address grievances regarding working conditions, funding allocations, and policy implementation before they escalate into industrial disputes.
  • Co-operative Governance: Re-framed unions as essential empowerment groups and co-partners in institutional growth, building a culture of trust and shared responsibility.
  • Consolidated Fund Delivery: Streamlined project approvals and intervention disbursements, ensuring that beneficiary institutions receive allocated resources transparently and promptly.

Through these strategic engagements, TETFund has helped establish unprecedented stability across campuses, allowing academic calendars to normalize and restoring institutional credibility.

3. Pushing the Digital Frontier: N6bn Zonal ICT Experience Centres

To address the severe digital divide confronting Nigerian students in an era dominated by Artificial Intelligence (AI), cybersecurity, and software engineering, TETFund launched a major digital transformation initiative. In partnership with the Federal Government’s Renewed Hope Initiative, TETFund instituted six flagship Zonal ICT Experience Centres, funded at ₦1 billion per geopolitical zone.

Beyond Physical Computers

These ICT Experience Centres are engineered to deliver comprehensive digital ecosystems:

  • Zero-Cost Access: Students gain free access to computing hardware, high-speed internet connectivity, and 24-hour uninterrupted power supplies.
  • Core Technological Competencies: Curricula and practical modules focus on Artificial Intelligence, Cybersecurity, Robotics, Data Science, and Software Engineering.
  • Global Employability: Equipping young Nigerians to participate directly in the global gig and remote-work economies without needing to relocate abroad.
  • National Scalability: TETFund has expanded this pilot initiative, with plans to upgrade or establish dedicated digital experience centres across more than 270 beneficiary institutions nationwide.

4. Unlocking the Innovation Economy: The National Research Fair

A long-standing bottleneck in Nigeria’s academic ecosystem has been the “publication trap”—groundbreaking laboratory discoveries remaining confined to library shelves or journal articles without reaching commercial markets. Under Arc. Echono, TETFund is bridging this gap between academia and industry.

The 2nd National Research Fair & Exhibition (NRFE 2026)

Operating under the theme “Research to Market: Driving Innovation, Enterprise and National Prosperity,” the NRFE is structured as an active deal-making platform rather than a static display gallery.

  • Multi-Sectoral Engagement: Brings together university researchers, venture capitalists, corporate innovation leads, the organized private sector, military research units, and independent inventors.
  • Incubation & Commercialization: Facilitated through platforms like the TETFund Alliance for Innovative Research (i-FAIR) in partnership with Innov8 Hub, which has supported over 130 innovators and yielded over 80 market-ready prototypes.
  • Specialized Innovation Hubs: Establishment of 7 University Innovation Pods (UniPods), 1 Polytechnic Innovation Pod, and 12 Innovation Hubs across Nigeria to accelerate product design and commercial prototyping.

Breakthrough Indigenous Research

TETFund’s National Research Fund (NRF) grants are delivering tangible, real-world breakthroughs. A notable example includes a 5-member research team at Usmanu Danfodiyo University, Sokoto (UDUS), which isolated an active plant-based compound showing high efficacy in destroying brain cancer cell lines during laboratory trials, alongside showing therapeutic potential against leukemia, cervical, and breast cancer.

In addition, Echono has championed research into locally sourced building materials, urging indigenous architects and engineers to utilize local resources to lower construction costs and mitigate Nigeria’s housing deficit.

International recognition has followed, with neighboring African nations like The Gambia sending high-level delegations to understudy and replicate the TETFund intervention model through their newly established Tertiary and Higher Education Trust (THET) Fund.

5. Grassroots Impact and Philanthropy across Idoma Land

While Arc. Echono’s national achievements are visible in lecture halls and laboratories across the country, his impact at the community level is equally profound. Across Idoma land in Benue State, his grassroots interventions have touched countless lives:

  • Human Capital Development: Facilitating scholarships and educational assistance for underprivileged students, ensuring financial hardship does not truncate academic ambitions.
  • Employment & Mentorship: Creating career opportunities for young graduates in public and private sectors, giving youth the dignity of sustainable livelihoods.
  • Women Empowerment & Small Business Support: Providing micro-grants, equipment, and business encouragement to local women leaders and entrepreneurs (such as groups represented by community leaders like Enekole Adams), generating multiplier effects across rural households.
  • Community Relief: Timely distribution of relief materials and emergency assistance to vulnerable families during periods of economic hardship.

His approach to leadership proves that reaching the highest echelons of national service does not require disconnecting from one’s roots.

It serves as a compelling call for unity, encouraging leaders across political, military, and business spheres to join hands for sustainable community development.

The Legacy of Service

As Nigeria celebrates Independence Day, the transformative work of Architect Dr. Sonny Togo Echono, OON, stands as a beacon of what technocratic leadership can achieve.

Through institutional reforms, digital innovation hubs, research commercialization, and compassionate community empowerment, he has shown that public office can serve as an effective platform for national renewal. By strengthening the foundation of tertiary education, TETFund is equipping the next generation of Nigerian thinkers, innovators, and leaders to drive the nation forward.
