Strengthening Primary Healthcare: Gombe Sets the Pace, As Adamawa Visits for Learning Exchange
The Gombe State’s leadership in primary healthcare reform has continued to draw national attention as the Gombe State Primary Health Care Development Agency (GSPHCDA) played host to officials from the Adamawa State Primary Health Care Development Agency (ASPHCDA), who came to understudy the effective human resource optimization and accountability mechanisms in the State.

The study visit, led by the Executive Chairman of ASPHCDA, Dr. Sulaiman Saidu Bashir, focused on the successful deployment of biometric attendance systems and tech-enabled HRH (Human Resources for Health) management solutions, which are strategies that have helped Gombe state tackle staff absenteeism, improve productivity, and enhance the overall quality of service delivery at the primary healthcare level.
The Gombe model has now become a compelling case study for states seeking to strengthen health systems and restore efficiency in workforce management.

Through a blend of innovation, political will, and rigorous accountability measures, Gombe State, under the visionary leadership of Governor Muhammadu Inuwa Yahaya, has redefined what effective healthcare governance looks like in Nigeria.
The Adamawa delegation was taken through detailed technical sessions and field demonstrations that highlighted key aspects of reform strategies deployed by Gombe State government. These included biometric registration and attendance tracking, HRH data analysis, integration of staff productivity metrics into payment systems, and digital coordination with the State Treasury Office to ensure timely and transparent disbursement of health worker salaries.

The Adamawa team lead, Dr. Bashir, visibly impressed by the systems in place, described Gombe as “a shining example of what is possible when technology is harnessed in the service of people,” and affirmed that the insights gained from the visit would help shape their reform roadmap in the PHC sector.
The Executive Secretary of GSPHCDA, Dr. Abdulrahman Shuaibu, who welcomed the Adamawa delegation, reiterated the readiness of Gombe to support peer states in building strong, responsive health systems.
“We are pleased that our investment in health system efficiency is not only yielding results at home but is also inspiring progress across state lines. It is a proof that when leadership prioritizes accountability, outcomes improve across the board,” he noted.
