From his foundational years as a brilliant student in Benue State to his ascension as the Ninth Executive Secretary of the Tertiary Education Trust Fund (TETFund), Arc. Echono’s 35-year unblemished career is a masterclass in dedication, continuous self-improvement, and structural excellence.

The Foundation of Excellence: Academic Brilliance and Lifelong Learning

Arc. Sonny Echono’s journey is defined by an early and consistent attachment to excellence. Born on December 16, 1962, in Otukpo, Benue State, his early education at St. Mary’s Primary School set the stage for an extraordinary academic run. At St. Murumba’s College in Jos, he graduated at the absolute top of his class (1973–1978), securing a prestigious Division I in the West African School Certificate (WASC) examination.

His leadership traits were already evident as he captained the school’s debating and quiz teams while excelling on the sports field in soccer, basketball, and volleyball.

Following the untimely passing of his father, Emmanuel Ochepo Echono—a quintessential civil servant whose legacy of integrity deeply inspired him—Echono adjusted his plans for overseas study. He completed his A-Levels at the Murtala College of Arts, Science, and Technology (MUCAST) in Makurdi before proceeding to Ahmadu Bello University (ABU), Zaria There, he earned a B.Sc. (Second Class Upper) in Architecture in 1983 and an M.Sc. in 1985, winning the coveted Best Life Project award upon graduation.

Echono’s pursuit of knowledge did not stop in the studio. To navigate the complexities of modern governance, he consistently expanded his intellectual toolkit over the next three decades:

The Master Bureaucrat: 35 Years of Integrity in Civil Service

Joining the Federal Civil Service in January 1987, Arc. Echono quickly distinguished himself within the Federal Ministry of Works and Housing. Because of his advanced professional qualifications, his career took off on an accelerated path, allowing him to spearhead critical administrative and regulatory committees between 1991 and 2005.

Pioneer of Procurement Reforms

When Nigeria sought to clean up its public expenditure frameworks in the mid-2000s, Echono was among the elite cohort deployed to the newly formed Budget Monitoring and Price Intelligence Unit (BMPIU), popularly known as the Due Process Office.

As the Head of Team ‘A’, he held fiscal oversight and procurement certification authority over heavy-spending ministries, including Works and Housing, Transport, Defence, and the State House. Sonny Echono as the Executive Secretary of TETFund in March 2022—just two months after his retirement from the civil service—it was clear that the agency required an administrator who understood the intersection of physical infrastructure and academic quality.
